A friend that is not internet connected picked this up at an estate sale. He was led to believe it came back from Viet Nam. The markings on the blade are on both sides and repeated several times. Does anyone know what it is?

Modern Thai dha/daarb, made for the tourist market. The blades are often unhardened; these are decorative rather than functional. Plenty were bought as souvenirs in Vietnam, so that's quite plausible. The "S" markings are just decoration, very common on tourist/souvenir/decorative dha.
