Before I sketch out my design I wanted to make sure I had everything set up. I have been told I am not allowed to use the oven to heat treat my dagger (I wonder why cx) Anyway since that was pretty much my only tech option does anyone have any suggestions? I've read that you should bake a blade at 400 degrees roughly pretty much over night. Is there anything I could use in stead of a stove?

That's definitely wrong.
To harden a blade, you have to get it up to whatever temp is spec for that steel, and quench it in whatever medium meets the necessary cooling rate. What you're talking about is tempering. Which is done after hardening. And you don't really want to bake it over night. Depending on application, you'll want to hold it between 375 and 500 degrees for two hours and let air cool. Back up to tempering temp for another two hours, and air cool again. Then you should be good to go.
For example, I use mostly 1095 for smaller knives. So I'll get up to quenching temp, quench in hot water, and temper at 400 degrees for two cycles.

A toaster oven is what I see mentioned most often. Aside from a real heat treatment oven that's really the only option that isn't the stove.

Toaster over will be possible until I start getting into bigger blades.
