lol. No offense, but at that price point the best you can expect is a pakistani pattern welded wallhanger. Even if you drop the pattern welding it's still way, way below the budget needed for a custom longswords unless you go with one of the eastern european makers (Lutel, Regenyei, etc).

Honestly - you likely won't even find good production pattern-welded swords, at least functional ones. Are you expecting it to be a functional blade? Or just something you hang up for display? If it's the latter, I personally don't think the aforementioned Pakastani 'damascus' blades -look- bad... but I'd never swing one around, even dry-handling.
If you go over 1000$, you might find some production makers who would. That's still pushing it though. Don't be fooled by the price of katana 'damascus' - there's a big difference there when it comes to the treatment of steel when making a (functional) longsword.

Well, if no maker wants to make one for 800$ then I guess I will just have to get one of those pakistan damascus swords. Haven't bought it before so not sure what problem they will have.

Well, the functional is the biggest problem. Anything custom made where they are doing their own pattern weld is likely well out of your price range for something the size of a longsword, unfortunately. Your best bet is www.lutel-handicraft.com/ or one of the other custom European makers... they MAY be able to do a custom sword in your price range, but it would be at the high end, I imagine. Anything you find at below 1000$ which is not from one of those companies, I wouldn't count on it to hold up just swinging it around. I wouldn't want to speak for a lot of sword makers on here without their permission, but I am doubtful anyone would work quite at your price on even a very simple pattern-welded longsword. Maybe one of them will chime in and prove me wrong. Sorry to be the bearer of bad news.

Does it have to be entirely in damascus? You probalby could get something decent with the fittings made out of damascus with regular blade

Damascus blade, about 22", 1.5" wide, so it is a short and thin blade.
Everything else stainless steel or brass.

You originally said a longsword and 31", damascus, so I discounted most of what stormmaster just listed - BUT this one was one I'd like to highlight then if you said 22" just now. It is the aforementioned Pakastani steel, yes. I've never handled anything 'damascus' by them, but I do have their xiphos, and it's a real quality piece. So this might be what you're looking for. (Edit: It's almost a pound too heavy for what it is, and I'm not sure how durable it would be, but I imagine it would hold up to light use.)

if your looking for something with that kind of fantasy fittings, and damascus blade, i could see it running you $1500+ as a custom, i still recommend you buy a production damascus sword first and if u like how it looks then you save up more money for a custom just so you are satisfied with what you get
heres a review by KOA for the devil's edge sword, theres also other reviews for their other products by KOA and other people, most are positive
