I would guess parrying dagger.
Reasons for my guess:
1. I'm not a smith, so I'm truly just guessing.
2. This is a sword forum.
3. Even the bigger wrench is too short to make a sword. It's too narrow and thin to make much of a cutting blade.
4. The smaller wrench is there for some reason. It might make a substantial guard.
5. A slender weapon made of tool steel that's maybe 18" long with a "disproportionately" long guard - sounds like a dagger intended for parrying.

The big one is very thick about 7/16in thick. Yes I could make it into a short sword. I once make a knife out of a 1 1/2in ball bearing.
