I'd stay away from MTech, their knives aren't really that good. Are there any other makers you'd consider beyond the 2 you mentioned?

I have a couple knives by MTech that I bought several years ago, and one is considerably better than the other, but I wouldn't say either was great. For the price, though, the better of the two is a good-enough buy whereas the second is only slightly disappointing.
There's always Kabar, and Ontario makes good, inexpensive stuff. I'm going through the "combat knives" listings at Knife Center right now, sorted by ascending price, and I haven't seen anything under $30 that I could recommend and pickings are slim there. An actual figure would help with your budget.

I just looked up the MTech knife, and it looks like something I would like to have, myself, but the price scares me and the poor reviews I'm seeing aren't helping. Cold Steel's GI Tanto is some kind of monstrosity of stamped metal and paracord, but if you're into that, go for it
I would probably go with something like Cold Steel's OSS or OSI for the best bet in your budget.
Numerous other options are bound to flow in, so take your time and look around.

I concur - take your time and get the best one you can get. You might also want to PM some of the makers on SBG. I'm sure you can get a decent custom for a little more than your current budget if you're willing to save up a little more/wait.

I have to agree with you there; the kraton is the one thing letting me from buying an OSI, myself. I'm not sure about the double-edge legality in my state, so I'd rather not risk it, leaving the single-edge preferable...but...plastic.
If I had the money, Boker's Kressler sub-hilt would be a definite buy.
There are surely others in the style, that probably run a wide price range, but the Cold Steel and Boker are the only ones I can think of off-hand. I really like the sub-hilt design, although typically I don't even go for guards at all.
In the end, it all comes down to what you want and what you can afford.

While many Mtech knives are crappily made, their subhilts are quite good for the price. They have a full tang and slab grips unlike many of the other Mtech knives. I reviewed a number of subhilts several years ago and the Mtech was favorable compared to several of the others: sbg-sword-forum.forums.net/thread/33954/comparison-production-subhiltsGood luck with your search.

You'd probably be fine with the M-tech. I've had mMtech folders fail at the joint or lock, but it's hard to screw up a big slab of steel with a full tang. It'll have worse edge retention than the GI tanto, but the design itself is a better fighter. A CS like the OSS or boar collector would be better, but costs 4x more.
