I thought it would be stiffer at this length therefore making a set a harder thing to do. Not to mention at 15 inches with an 11 inch tsuka you can use tanto, wakizashi, and katana technique.

Yes, all else being equal, a shorter blade is stiffer, but it offers less mechanical advantage. Everything in the world of weapons is a tradeoff.

With the exception of that last one, all of them are just those that are in series I have personally seen/read, which is but a small sampling of all the manga & anime available. A better statement would have been "the most popular shounen series and a number of fantasy video games have either ridiculously oversized or painfully generic swords".
