Ive tried googleing it and couldnt get a straight answer so i will go for the more logical explination. By "Ray" Skin are they talking about Sting ray skin? Manta "Ray" skin? lol.

Stingray skin, yes. The little bumps are called "nodes." Bigger ones are called "Emperor nodes" and are highly prized as a mark of quality samegawa, in addition to the traditional function as a non-slip surface upon which to wrap tsuka ito.
I've also seen shark skin used, but it's not very common. Dunno about manta rays, tho.
