I'm looking for custom makers of recurve/horse bows, or anyone that makes recurves past the usual draw weight of 75 lbs. Would any of you chaps know of any out there?

Dunno about custom, but Kult of Athena sells several that they specify can be custom ordered in, likely, any draw weight you want.

I would definitely recommend you take a look at those made by Kassai of Hungary, as well Grozer. Both are well respected and make good bows. I have the Bear model by Kassai, 80#@30", and I quite like it. Saluki is also well known, but he specializes in making horn bows using almost exclusively traditional materials, which makes them quite expensive, but exceptional in quality.
