Hi Mark,
You have an early SA dagger. It would likely have been issued between 1933 and 1935. The OST refers to the SA Gruppe the original owner belonged to . In this case Ostland. This Gruppe operated in the Baltic states and the area known now as Belarus.
The maker is Freir Von Kohlen. It is not the most common maker but neither is it a rare maker. Call it Scarcer. On the McSarr rarity scale it is rated 6 with 1 being common and 10 quite rare.
Don't clean it--many collectors prefer the toned rather than shiny look.
It is a desirable piece as most collectors prefer the earlier maker marked pieces with solid nickel silver fittings rather than the later RZM marked pieces with plated fittings.

Used to have a few dozen of these. there were no scabbard pics.
If scabbard is a glossy kind of brown it is an early anodized one which would be correct for the dagger.
If it is painted brown not quite as desirable. Painted black would be NSKK.
