I could've sworn there was a rust care thread, I just can't use the site's search engine very well I suppose.
Anyways, I was oiling my sword last month and noticed a black, rough mark on my katana (middle of the blade by the flat 'top', on the side of the blade that my hand draws it from the saya...I'm sorry I don't know the correct definitions for these parts of a katana yet). I was oiling it again this month and I found the same spot (it doesn't come off with a gun solvent). What I'm confused about are two things. 1. How long does it take rust to grow and spread along a blade? 2. If the answer is "A long time" then I may have rust on my blade. This rough, black mark has just got me confused since it won't come off, but isn't getting any bigger. I don't know what it is. Help is appreciated.

have you got any metal glo, or similar metal polish?

Need to see pictures to be sure, but it could be a forging imperfection as well. I purchased a folded katana from a shop some years ago for cheap because there was a black mark on the blade where a piece of carbon had gotten caught between the layers of steel when it was folded.
If that's the case, it shouldn't weaken the blade by any degree you can measure, so long as it's small (the size of a small pinhead, give or take, is 'accecptable')
As to why it showed up now? I've known some sword manufacturers to either plate cheaper steels in nickel as a kind of cheap polishing job, far less expensive than hand-rubbing, which of course would cover these flaws up. From where you're describing the spot, the nickel could have just rubbed off to reveal the spot beneath.
Of course, this depends on where you got the sword from. 99% of the manufactuers with a reputation to consider won't dare stoop to this, no matter how desperate times are.
